Clarification on Charging
Rule - "Game officials determine incidental contact that may result from normal run of play"
Clarification - Defensive charging/contact could be if a defensive player pushes/blocks an offensive player. Offensive charging is likely to be (but not limited to) a player disrupting the path of a blitzer or "running over" a defender attempting to make a tackle.
Application - Contact penalties are judgement calls by the officials. For example a WR has just as much right to run a route as a blitzing defender has to rush the QB. Any flagrant contact should be flagged immediately. In the case of an offensive player "running over" a defender it is important to determine whether any effort was mad by the offensive player to avoid the contact or whether a defensive player stopped in such a position that the offensive player couldnt react quickly enough to avoid the contact and rule appropriately. In all cases the penalty is 5 yards and loss of down (if an offensive penalty) or automatic 1st down (if defensive) from the previous LOs.
Flag Guarding Clarafication Rule - "Penalties : Flag guarding - 5yards"
Clarification - Flag guarding is when the ball carrier prevents a defender from removing a flag by knocking a hand away, covering flags with their hands, or any other form of "direct" protection for flags.
Application - It's only flag guarding if a ball carriers actions prevent a defender from making a tackle by protecting the flags by some illegal means. Note that it does not matter whether this action is deliberate or by accident (for example just because of the running style of the ball carrier). Either way as soon as a defender is illegally prevented from making a tackle it should be flagged for flag guarding.
