--------------------------------------------------------------------------------
Sorry for the delay in this document. I had posted before, soon after the finals, but this was deleted by admin. Hopefully this will remain.
Anyway, new rule changes form the NFL, which have been adopted by EFAF and will be published by EFAF, ASAP.
I will post full here and close the thread, but I will open a new thread for each one under the officials forum to prevent confusion during discussion.
Time; the clock will stop on all first downs within the last two minutes of each half. Please only use NFL timings in the last 2 minutes of each half!!! I know this may sound a bit petty, but some officials have stopped the clock all through the game!!
Female Players; if a female player is playing for the full first drive, on all downs, the team playing a female are granted 1 extra timeout per half. No more than 3 timeouts in total.
7-second rule; Once the ball is snapped the QB has 7 seconds to pass the ball. If the pass is not thrown then the play is dead, loss of down and the ball spotted at the LOS. If the ball is handed off, the new ball carrier has another 7 seconds to pass the ball. If he/she then hands the ball off, the new ball carrier has another 7 seconds and so on. Note that as soon as the ball is handed of the 7-yard rule no longer applies and the new ball carrier can be de-flagged.
Diving; a defensive player is prohibited from leaving their feet to grab a flag.
Flagrant Contact; Flagrant contact is anything that is deemed unsafe or unsporting.
DPI(a); 5-yard penalty or half the distance from the spot of the infringement. If the infringement occurs within the endzone, the ball will be spotted on the 1-yard line.
DPI(b); A defensive player no longer has to look at the ball to pass defense. He/she shall not draw a penalty for waving their hands, as in the past. Although, if their is any contact, the benefit of the doubt will be given to the WR. Please note, this rule is open to abuse as the WR could draw a penalty through "smart" play.
Player out of bounds. As you know, if an offensive player goes out of bounds, they cannot be the first person to catch the ball. The rule is waved on a "tipped ball".
Offensive Blocking- We had much discussion on this rule. There is no such rule for run blocking or shadow blocking as this is deemed a "Pick Play" on a pass. The interpretation is this.. "pick play" stands as ruled. If a team draws a shadow blocking play, they will only loss a down if contact is made, otherwise it's just 5 yards from LOS.
Amendment- sorry forgot this one.
Forward Handoff- forward handoffs are now allowed behind the LOS.
Hope I’ve not confused you all too much.
